Mr. Krishna Prasad Sapkota (Team Leader/Project Management Expert): Mr. Sapkota has held numerous leadership positions, including Executive Director of the Town Development Fund (TDF) from 2020 to 2024 AD. During his tenure as Executive Director, he was actively involved in project identification, preparation, financing, fund collection, and investment decisions for various urban infrastructure projects, with application of various financial tools including Municipal financing, PPP etc. Before taking the position at TDF, he held a leading role in multiple infrastructure Projects, including Detailed Design, Feasibility Study, Pre-Feasibility Study, construction Supervision, monitoring, and similar projects at SITARA Consult Pvt. Ltd includes public infrastructure projects and PPP Projects. He was one of the founders of SITARA Consult Pvt. Ltd., where he is still connected as Chairman to date. He has managed complex projects, ensuring timely delivery and high-quality outputs. He has engaged with postgraduate students at the Institute of Engineering (IOE), Pulchowk Campus, delivering courses in Physical Infrastructure Planning & Management and Infrastructure Economics & Project Finance. Mr. Sapkota holds an M.Sc. in Natural Resources Management from Pokhara University following a B.E. in Civil Engineering from Pulchowk Campus, Tribhuvan University.

Mr. Semanta Dahal (FDI/PPP/Legal Expert): Mr. Dahal, Legal Counsellor with over 15 years of experience, specializes in drafting laws and regulations, commercial law, PPP frameworks, PDA agreements, and start-up businesses. As an Advocate and Partner at Abhinawa Law Chambers, he has advised the Investment Board of Nepal on drafting and negotiating Project Development Agreements (PDAs) for FDI-based impactful Infrastructure Projects. Mr. Dahal is the pioneer in Nepal for providing legal services on FDI-based projects, including Kathmandu-Hetauda Tunnel Expressway, Marriott's hotel chain's franchise in Nepal, and Tamor Sanima Energy Private Limited. He has engaged with PPP Projects as well, including the Concession Agreement for Kathmandu-Terai Fast Track PPP Project, the integrated solid waste management project, and Vehicle Assembly Plants. He has sound knowledge of the legal & taxation ecosystem of Nepal for the establishment of new company or the reform of existing businesses as well. He holds a B.A., LL.B. (Hons.) from the National Law School of India University and an LL.M. from the University of Nottingham, UK.

Mr. Om Krishna Maharjan (Infrastructure/Construction Management Expert): Mr. Maharjan has 24 years of experience in designing, estimating, monitoring & evaluation, construction planning, supervision and quality control of numerous infrastructure projects. He has held as a Team Leader for various IDA/World Bank-funded projects such as Monitoring, Analysis and Reporting of Multi-Hazard Risk Assessment of Public Buildings, Monitoring and Evaluation of EHRP. He has also held leadership positions, such as that in the Detailed Engineering Survey, Design and Report Preparation (DPR) of Korola ICD/ICP, Detailed Architectural and Engineering Design and Construction Supervision of various branches of RBB Banks, and Detailed Design of Agriculture Markets at Itahari, Hetauda and Rangeli. He has also worked as a Deputy General Manager/Project Head for various Housing projects & Apartment undertaken by Civil Homes Pvt. Ltd. He has managed several private sector projects (PSP) as a project manager, including Hotel, Resort, Hospital Building, and Commercial Buildings as well. Mr. Maharjan holds a M.Sc. in Construction Management from Pokhara University and B.E in Civil Engineering from the Institute of Engineering, Pulchowk Campus.

Mr. Jyoti Khanal (IT Expert): Ms. Khanal has over 15 years of experience in the field of infrastructure development, with a focus on project management, monitoring and evaluation, and capacity building. She has held leadership positions in various projects, including the World Bank-funded project for the Monitoring, Analysis, and Reporting of Multi-Hazard Risk Assessment of Public Buildings. She has also worked as a Team Leader for the Monitoring and Evaluation of the Emergency Humanitarian Response Project (EHRP). Ms. Khanal has been involved in capacity building initiatives for government officials and stakeholders in the field of infrastructure development. She holds a M.Sc. in Civil Engineering from Pokhara University and a B.E in Civil Engineering from the Institute of Engineering, Pulchowk Campus.

Mr. Bimal Gadal (Agri-Industrial Expert): Mr. Gadal is a Food Security, Agriculture, Water, and Environment Specialist with over 20 years of experience in project design, financing, policy formulation, and advisory services within PPP frameworks. He has developed Project Concept Notes and Detailed Technical Proposals aligned with national priorities, conducted feasibility studies, and led needs assessments. As a PPP Expert for large-scale agricultural investment under Nepal's Investment Board, he has advanced strategic initiatives in the sector. He holds a B.Sc. in Agriculture (IAAS, Rampur), a Master's in Sustainable International Development (Heller School, USA), and an Executive Master of Nonprofit Administration (University of Notre Dame, USA).

Mr. Mukunda Subedi (Banking/Financing Expert): Mr. Subedi, CEO of the Banking Finance and Insurance Institute of Nepal (BFIN) Ltd., is an accomplished executive leader with a proven record of revitalizing organizations through proactive leadership, policy reform, strengthened controls, and streamlined operations in the banking sector. He has held key roles for more than two decades in different capacities, including Deputy Branch Manager, Chief Risk Officer, and Head of Departments across multiple banks, enabling him to identify and select bankable projects effectively. He holds a Chartered Accountant qualification (ICAN), an MBA in Finance (College of Professional Studies), and a Bachelor of Business Studies (Tribhuvan University).

FCA Tika Karki (Finance/PPP Expert): Mr. Karki is a Fellow Chartered Accountant having vast experience in financial management, audit, municipal finance, and PPP advisory in Nepal. He has strong expertise in budgeting, financial appraisal of infrastructure projects, fund flow management, internal controls, and compliance with the Government of Nepal systems and donor requirements.He has worked with private sector organizations, government entities, and donor-funded projects across Nepal. He served as Lead Financial Consultant for the first PPP project implemented after federalization.
Mr. Karki qualified as a CA from the ICAI and is a member of the ICAN. He holds an M. Com from IGNOU and is currently pursuing an Executive MBA from Purbanchal University.
